Was pre-Holocaust massacre test case for Jewish genocide?

Former Israeli Chief Rabbi and current chairman of the Yad Vashem Coucil, Rabbi Yisrael Meir Lau suggested last week that the 1941 massacre of 33,771 Jews in Kiev, Ukraine was a test case for Jewish genocide by the Nazis.
Lau put forward the theory during a Jerusalem memorial ceremony marking 70 years since the massacre, during which nearly all the Jews of Kiev were marched into the Babi Yar ravine and butchered.
Lau surmised that the Nazis had carried out that atrocious act to measure the level of interational protest over the mass killing of Jews. There was, as we now know, very little protest. Just months later the Nazis met at the Wannsee Conference and, confident that world cared little about the Jews, kicked off the Holocaust - the "final solution to the Jewish problem."
Anne Frank's Diary / The Holocaust DVD

Holocaust DVDA remarkable and important film that captures the heroism and bravery of Europe's Jews at their darkest hour.

Had the world cried out loudly over the Babi Yar massacre, Lau believes far fewer Jews would have died during World War II.
Speaking at the ceremony, Israeli President Shimon Peres, much of whose own family perished in the Holocaust, said he hoped that the world had matured beyond such hatred for the Jews.
But the six-decade history of the modern State of Israel suggests that it has not.
In particular, in each of the major wars Israel has been forced to fight with its neighbors, the international community has remained largely silent despite the fact that the Arabs' stated goal was to "push the Jews into the sea." The world only spoke up when it became clear that Israel was winning.
In other words, in 1948, 1967 and 1973, it appeared that the international community was actually hoping the Arabs would be successful, and only stepped in to impose ceasefires when the Jews gained the upper hand.
It would seem the very same indifference that kept the world from responding to the Babi Yar massacre is alive and well in the world today.

My note:
Sadly, as the world leaders today ignore the atrocities and murders of Israeli families by the Palestinians within the borders of Israel and along the border between Israel and Gaza, could very well be a continuation of the hatred towards the Jews, existing long before the Holocaust.

The Dark Ages, Middle Ages, right up and through today, anti-Semitism and persecution of the Jews is recorded - a history that should shame all into accepting the rights for a tiny piece of land as the Jewish state, Israel. Instead,  the Arab Muslims are encouraged by those who continue to make demands upon the tiny nation to give up more land for "peace" among its Arab neighbors.

However, how soon folks forget that peace was not the response from the Arabs when Israel turned Gaza over to the Arabs.  Peace has not come since Israel gave up the Siani; nor will peace reign supreme when and if the Palestinians are GIVEN their "statehood".

Every concession Israel has made for the sake of peace is merely a stepping stone of the ambitions of the Arab world towards splitting the Land of Israel until that day when their one and only true wish is fulfilled - wiping Israel off the map in exchange for another Arab nation.

Where was the outcry when two Palestinians crept into a Jewish home and murdered infants and their parents?  Where were the protests, when a 16 year old boy coming home from school is murdered by a missile sent from Gaza into Israel?  Where is the outrage, when rock-throwing Palestinians murder a father and and his infant son? The only screams I hear are those of Israelis mourning the deaths of their loved ones.

And yet, we hear the sounds, complaints, murmurs and demands made by a group of people calling themselves the "Quartet", insisting that if Israel would only freeze the building up of her nation, or turning over its holy city and Capital Jerusalem to these same murders and terrorists, called "Palestinians", their thirst will be quenched.

Shame on every nation that voted for a "Palestinian statehood" (all 9) BEFORE these same Palestinians have agreed to accept Israel as the Jewish state among nations - a Jewish state that has every right to exist and continue to thrive among all nations of this old world.

The "partners" among the Quartet have changed, since Murbarak is no longer available to be an advocate for Israel; the first conference meeting without pre-conditions is due to begin by October 23rd, if the Palestinians are willing to meet and negotiate WITHOUT pre-conditions.  (Which won't happen, since today's news has Abbas demanding the Jews FREEZE building in the Capital of Jerusalem and in Judea and Samaria).

Come back and read this article in a few months ... the hatred that lingers long after the Holocaust will continue to fill up the room among those involved in "negotiations" and perhaps, by then, Israel will stand up and say, "Enough"! "We hear the screams of our citizens mourning the loss of their loved ones and loss of their homes - all due to previous appeasements - enough!  We have given our blood for the sake of peace and therefore, no more land to those who wish us all dead."
